It has been announced that Brigadier-General Rossa Mulcahy, currently Assistant Chief of Staff, is to be the new Chief of Staff of the Defence Forces, Óglaigh na hÉireann. His appointment comes at a critical time for the Defence Forces and for this country.
The Executive Committee of the Association of Retired Commissioned Officers sends congratulations to General Mulcahy on behalf of the members of our organisation, wishes him well in his new appointment, and looks forward to meeting him in due course.
Brigadier-General Rossa Mulcahy has over 35 years’ service in a variety of roles across the Defence Forces as well as deployments with the United Nations and NATO.
He took up his current appointment in October 2021 with responsibility for a range of organisational level issues including: Organisation Transformation, Capability Development, Innovation, Risk Management, Corporate Governance, and Industrial Relations.
Brigadier-General Mulcahy previously served as Director of Strategic Planning Branch from February 2020. From 2019 he was the Director of Communications and Information Services, with cyber being one of his areas of responsibility. He has served in all of the CIS Units within the Army and has held appointments in the Joint Command and Staff School and the Defence Forces’ Management Information Framework Section.
He holds a Bachelor of Commerce from NUI Galway, a Higher Diploma in Information Technology from NUI Maynooth, a Bachelor of Science in Management Information Systems from UCD, a Masters of Arts in Leadership Management and Defence Studies from NUI Maynooth and, most recently, a Professional Diploma in Strategy Development and Innovation from the Smurfit Business School, UCD. He is a graduate of the Defence Forces’ Senior Command and Staff Course (2008) and the US Army Command and General Staff College (2011).
Brigadier-General Mulcahy’s overseas experience includes three deployments to Lebanon with UNIFIL, two years on deployment to Syria and Lebanon with UNTSO, and Deployment as Irish National Senior and Deputy KLE Branch at NATO’s Resolute Support mission, in Kabul, Afghanistan.
