On 16 July, 2013, the Department of Defence launched its Green Paper on Defence, which is available on the Department’s website.
The aim of the Green Paper is to stimulate debate on Defence Issues and to focus attention on policy issues that the new White Paper should address.
The associated consultative process commenced with the launch of the Green Paper, providing the general public and interested bodies with the opportunity of presenting views with the deadline of 10 October.
During its meeting of 19 July, the Executive Committee decided that ARCOIreland would make a formal written submission on the White Paper.
At a specially convened meeting held on 20 September, the Executive Committee approved the submission, which was submitted to the Department of Defence on 4 October 2013.
The submission, which is attached, consists of six parts: Introduction, Political Dimension, Defence and Security Environment, Military Dimension, Resource Dimension and Conclusions.
Following an invitation from the Department of Defence, ARCOIreland presented a verbal briefing on its submission during the month of December 2013.
The new White Paper will be published in 2014.
